Concept

Access to Public Domain content has never been easier in the online world. The issues we face today are that the content is controlled among a small number of entities and centralized on a limited number of servers. As we have experienced in the past, that content can be taken away from us by private interests or events due to any number of reasons. We hope to utilize the adoption of the OFF System to diversify this control while securing more consistent access to all. Since Public Domain content is owned by all of us collectively and each one of us individually, we must claim the right to privately access it however and whenever we choose.

People Needed

  • Leader: Acts as the public face for The Public Domain Repository. Must be well spoken and sympathetic to the public.
  • Content Manager: Responsible for building a team or community to take responsibility for vetting all entries to the catalog according to the vetting rules below.
  • Vetting Team Members: Responsible for validating that PDR catalog entries reference works that are demonstrably in the public domain. Must be willing to sign their verifications.

Vetting Rules

ll catalog entries to the Public Domain Repository must:

  • Reference copies of works known to be in the public domain in some country.
  • Can be donated anonymously.
  • Have a demonstrably legal provenance available to LOCOL should questions arise of its legimacy. 

 Technologies Needed to Implement

  • A way to submit URLs to this site.
  • A way to browse URLs from this site.
  • A temporary place to store URLs
  • An appropriate taxonomy for organizing URLs
  • A community based system for commenting on PDR catalog submissions.
  • The OFF Catalog Server

Content Needs

Much public domain content already exists on the web. However, its availability is generally at the mercy of the individual running the web server. As time passes each web server needs to have its bandwidth paid for and be maintained and upgraded. If the server operator decides the project is no longer worth his time or money, the hosted content often becomes in-accessable again.

  • The initial phase of the PDR will involve replication of content already on the web.
  • Redundant access points for PD content are always an advantage.
  • It gives us a chance to build a large community of people able to locating, store, submit and vet catalog entries.
  • As the number of participants goes up, it will be much easier to locate unique PD content for OFF storage and access through the PDR.

The Public Domain is an interesting concept. According to theory, the public domain is the collection of creative works and inventions that belong to all of us. However, even more importantly, because the pubic domain is made up of public intellectual properties, these works not only belong to all of us collectively, but also to each of us individually.
Less technically, public domain properties are those which “The Man” cannot take away. You are free to keep pubic domain materials where you wish, access them when you wish, and use them how you wish. All without permission from anyone. Ever. After all, it is your property.
This elevates access to the public domain into rarified air. Right up there next to, “Life, Liberty and the pursuit of Happiness” as an unalienable right.

However, for property as with life and liberty—though it is crucial for the government to protect these for our benefit—it is undesirable for the government to possess these for our benefit.
The same holds true for The Public Domain.
