(in progress) Copies are particular pieces of property that are created and distributed under a limited monopoly granted by copyright law. Copyright law also describes how rights to these properties transfers with the copy upon its distribution. § 109
Much of society is built upon these principles. All libraries, video rental stores, use book stores and garage sales exist because of the way copyright law defines copies and the rights of each copy's individual owner.
If you don't transfer these copy owner's rights to the public along with your media, then you have not "sold" and distributed a copy. OFF Corps goal is to assure that existing individual ownership rights to tangible copies, guaranteed by copyright law, continues existing into a world of intangible digital copies.
